Texas HB191 amends the Government Code to establish a preference for state purchasing of goods and services in disaster areas. The preference is given to bidders whose principal place of business is located in the political subdivision where the goods will be used or services provided. This applies to contracts for which the request for offers is made public on or after the effective date of the Act. The preference lasts from the date the area is declared a disaster area to the first anniversary of that date.
