Establishes the Health Impact, Cost, and Coverage Analysis Program to analyze proposed legislation imposing new mandates on health benefit plan.

The bill creates the Health Impact, Cost, and Coverage Analysis Program, run by the Center for Health Care Data at The University of Texas Health Science Center at Houston. The program will analyze proposed legislation that would impose new mandates on health benefit plan issuers or administrators. The lieutenant governor, the speaker of the house of representatives, or the chair of the appropriate committee in either house of the legislature can request an analysis. The program must deliver its report within 60 days, or 45 days if the legislature is in session.
