Establishes the Texas Higher Education Accreditation Commission to approve and evaluate accrediting agencies for public institutions of higher.

The bill creates the Texas Higher Education Accreditation Commission, composed of nine members appointed by the governor, lieutenant governor, and speaker of the house of representatives.
