Texas HB1851 amends the Government Code to allow the Texas Facilities Commission to transfer surplus motor vehicles and law enforcement equipment to municipal or county law enforcement agencies or school districts in economically disadvantaged areas. The transfer can occur if the commission believes it will benefit the state's efforts to secure its international border and combat transnational crime. Recipients of the surplus property cannot sell it for two years after receiving it. This Act takes effect September 1, 2025.
