The bill establishes the Texas Livestock and Rodeo Education and Continuation Grant Program. It creates the Texas Livestock and Rodeo Education and Continuation Fund, which consists of money appropriated by the legislature, gifts or grants, and interest earned on fund deposits and investments. The fund is held in trust by the comptroller and can only be used to implement the grant program and cover administrative costs. The Texas Livestock and Rodeo Education and Continuation Board, consisting of seven members appointed by the governor, administers the grant program.
