The bill sets a base wage for personal attendants providing services under the community living assistance and support services (CLASS) waiver program in Texas. For the state fiscal biennium beginning September 1, 2025, the base wage must be at least $15 an hour or the federal minimum wage, whichever is higher. For subsequent biennia, the base wage is adjusted by the percentage increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers, rounded to the nearest cent. The commission determines the adjusted base wage each August of odd-numbered years.
