Texas HB1689 amends Section 36.207 of the Water Code to clarify that funds from increased groundwater export fees, collected on or after January 1, 2024, can only be used for costs related to assessing and addressing impacts from groundwater development. These costs include maintaining the operability of wells significantly affected by groundwater development, developing or distributing alternative water supplies, and conducting aquifer monitoring, data collection, and aquifer science.
