HB1680 amends the Texas Insurance Code to prohibit health benefit plans from requiring prior authorization for prescription drugs prescribed to prevent human immunodeficiency virus infections. This applies to health benefit plans delivered, issued for delivery, or renewed on or after January 1, 2026. The changes take effect September 1, 2025. The bill does not apply to individual health benefit plans issued before March 23, 2010, that have not had significant changes reducing benefits or increasing costs.
