Texas HB1614 amends Section 828.012 of the Health and Safety Code to modify rules for veterinary services performed by releasing agencies. A veterinarian employed by a releasing agency may not perform nonemergency veterinary services on an animal unless the owner qualifies as indigent. The agency must maintain evidence of the owner's income status and provide it to the State Board of Veterinary Medical Examiners upon request. This Act takes effect September 1, 2025.
