Requires voter approval for the construction of new toll projects in Texas.
This bill amends the Texas Transportation Code to mandate that a toll project entity cannot construct a toll project unless it is approved by a majority of voters in each county where the project is located. The commissioners court of a county can order an election for this purpose, which must specify the polling hours, locations, and the toll project's location. The ballot must allow voters to approve or reject the project. This requirement applies only to toll projects for which a financing or construction contract is entered into after the bill's effective date of September 1, 2025.
