The bill creates an advisory committee to guide the development and implementation of an outdoor warning siren activation protocol. The committee will provide technical guidance and insight on regional differences. The Texas Division of Emergency Management must develop the protocol, which will include criteria for siren activation in emergencies and guidance on integrating sirens with other alert systems. The protocol must not regulate testing schedules, maintenance, or geographic coverage. Political subdivisions must adopt the protocol by September 1, 2026.
