HB15

Relating to certain files maintained by a law enforcement agency regarding certain employees of the agency.

Chamber Passed·8/29/25

Texas HB15 establishes rules for files maintained by law enforcement agencies regarding their employees.

Texas HB15 amends the Occupations Code to create a "department file" for each license holder employed by a law enforcement agency. This file, maintained by the agency head or their designee, contains documents relating to the employee, including those related to alleged misconduct. The file is confidential and not subject to disclosure under certain statutes. The agency may disclose the file's contents to the commission for ongoing investigations or if permitted by a meet and confer agreement. The act takes effect on the 91st day after the last day of the legislative session.
