Texas HB1478 amends the Election Code to allow the secretary of state to withhold funds from a voter registrar if they fail to perform duties such as approving, changing, or cancelling a voter's registration, scheduling a hearing, determining a challenge, or delivering notice. The funds can be withheld under Chapter 19 or Section 31.009. If the registrar completes their duties within 30 days, the funds will be released. This change takes effect September 1, 2025.
