Texas HB1254 expands exemptions for abortions and access to reproductive healthcare, including in vitro fertilization. It allows abortions if the pregnant woman is 35 years of age or older or has a high-risk condition, or if the pregnancy resulted from in vitro fertilization. It also exempts certain contraceptive and emergency contraception uses from being considered an abortion. The act takes effect immediately if it receives a two-thirds vote from all members elected to each house, otherwise it takes effect September 1, 2025.
