Texas HB1227 amends the Health and Safety Code to limit the fees a municipality can charge a franchisee for solid waste management services to no more than 2% of the franchisee's gross receipts from service sales in the municipality. The bill also prohibits municipalities from restricting entities' rights to contract with licensed waste haulers for domestic septage or certain trap waste removal, and from limiting contracts for commercial, industrial, or multifamily residential waste management to the municipality or its exclusive franchisee.
