Texas HB1198 amends the Local Government Code to allow municipalities to consider local bidders for contracts involving real property, personal property, or services. If a municipality receives competitive sealed bids from a local bidder whose bid is within five percent of the lowest bid price from a non-resident bidder, the municipality may enter into a contract with either the lowest bidder or the local bidder.
