HB1176 modifies the approval process for open-enrollment charter schools in Texas. The commissioner must notify the State Board of Education of each proposed charter. Unless two-thirds of the board votes against the charter within 90 days, the commissioner's proposal to grant the charter takes effect. The board cannot deliberate or vote on charters not proposed by the commissioner. The act takes effect immediately if it receives a two-thirds vote in both legislative houses. Otherwise, it becomes effective on September 1, 2025.
