Texas HB1174 amends the Natural Resources Code to require applicants for oil or gas well drilling permits to submit a gas capture plan. This plan must detail the anticipated gas production, oil and condensate production, and options for gas use if not connected to a gas gathering system. The Railroad Commission of Texas cannot issue a permit without this plan. The effective date for this requirement is September 1, 2025.
