The bill creates the Gulf Coast Protection Account, a dedicated account in the general revenue fund, to be administered by the General Land Office. The account consists of money from gifts, donations, grants, and appropriations by the legislature. Funds can only be used for projects necessary to fulfill nonfederal sponsor obligations under agreements with the United States Army Corps of Engineers, comply with a local cooperation agreement, and are either necessary for the protection of the Gulf Coast or designated as Coastal Storm Risk Management Projects.
