Texas HB1012 amends the definition of "harmful material" in the Penal Code to include material that appeals to the prurient interest of a minor, is patently offensive to prevailing standards in the adult community as a whole with respect to what is suitable for minors, and is without redeeming social value for minors. The change in law applies only to offenses committed on or after the effective date of this Act, which is September 1, 2025.
