Tennessee SJR0559 urges the United States Congress to pass the ED ACCESS Act of 2022, which would eliminate the permanent ineligibility for the American Opportunity Tax Credit for students convicted of a felony drug offense. The resolution highlights that such students face significant barriers to higher education and that correctional education programs have proven effective in reducing recidivism. It argues that denying the tax credit to these students is not an effective deterrent for drug crime and is disproportionate compared to other felonies.
