Tennessee SJR0025 proposes an amendment to Article I, Section 15 of the Tennessee Constitution, changing the conditions under which prisoners are eligible for bail. The amendment specifies that all prisoners are bailable by sufficient sureties unless they are charged with a capital offense, an act of terrorism, second-degree murder, aggravated rape of a child, aggravated rape, grave torture, or any other offense where a convicted defendant cannot be released before serving 85% of their sentence.
