Establishes the Office of Resilience to develop a strategic statewide resilience plan to protect Tennessee from climate threats.

The bill creates the Office of Resilience, attached to the governor's office, to develop a strategic statewide resilience plan. The plan must ensure disadvantaged communities receive at least 35% of the benefits from proposed plans and projects, with a goal of 40%. The plan must be based on the best available science and include strategies to build alignment and efficiencies across vulnerability assessments and resilience duties.
