Tennessee SB2651 modifies the criteria for noncompliance in solid waste management by counties or municipal solid waste regions. Noncompliance occurs if a region fails to submit an adequate plan, does not implement an approved plan, or fails to comply with regulations. The commissioner can impose sanctions, starting with a warning letter, followed by ineligibility for funds if noncompliance persists, and potentially a civil penalty for continued noncompliance. The state solid waste management plan will apply to noncompliant regions until compliance is achieved.
