SB2551 amends Tennessee law to require host community agreements for solid waste disposal across jurisdictions.

SB2551 amends Tennessee law to mandate that any jurisdiction wishing to dispose of solid waste in a landfill outside its boundaries must have a host community agreement with the host jurisdiction. This agreement must be approved by both governing bodies in a public meeting and include terms such as duration, landfill identification, compensation, truck routes, and environmental protections. The act also specifies that the Tennessee Department of Environment and Conservation cannot issue or renew permits for disaster response or public health protection. The changes take effect July 1, 2026.
