Tennessee SB2311 amends annexation laws to require county legislative approval and financial impact studies for annexations.

Tennessee SB2311 amends the state's annexation laws by requiring municipalities to submit financial impact studies and statements of financial viability to county legislative bodies before annexing territory. The county legislative body must review the documentation and vote on the proposed annexation within 60 days. If the county legislative body fails to act within 60 days, the annexation is not approved. If the county legislative body does not approve the annexation within 90 days, the annexation is deemed denied.
