Establishes a Charlie Kirk Memorial Courtyard for Civil Debate on each public institution of higher education campus in Tennessee.

The bill mandates the creation of a "Charlie Kirk Memorial Courtyard for Civil Debate" on each public institution of higher education campus in Tennessee. The courtyard will feature displays of the Declaration of Rights, the Ten Commandments, the Bill of Rights, and the Declaration of Independence. The courtyard must be at least 1,600 square feet, with displays measuring at least 24" by 36" and constructed to withstand local weather conditions. The courtyard is intended to promote civil discourse and respect among students, faculty, staff, and visitors.
