SB1657 amends Tennessee Code Annotated to regulate the application of sludge from wastewater treatment facilities to agricultural land. Counties, municipalities, and metropolitan governments can authorize sludge application by a two-thirds vote, establishing a tipping fee for sludge applied. Revenue from these fees must be used for constructing and maintaining wastewater treatment facilities. The bill also specifies that sludge application is not authorized unless approved by the relevant jurisdiction.
