The bill creates the Humphreys County Water Authority, a public and governmental body in Tennessee, to manage water and wastewater systems within Humphreys County. The Authority is governed by a board of five commissioners appointed by the Humphreys County Executive and mayors of the cities within the county. The board has powers to construct, acquire, and operate water and wastewater systems, issue bonds, and set rates and fees. The Authority is exempt from state, county, and municipal taxation, and its bonds and notes are not considered debts of the state or any political subdivision.
