Hazel Moore, a community leader, founded the Academy of Youth Empowerment, led a drive to build a new library, and started the Community Health Fair. She has been recognized with numerous awards for her contributions to Memphis, including the Pioneer Memphis Business Award, the American Heart Association Outstanding Volunteer Award, and the Black Business Association's Benny Award. The bill adds this new observance to Tennessee Code Annotated, Title 4, Chapter 1, Part 4.
