Tennessee SB1098 amends county powers to allow counties with a population of at least 325,000 to impose a one-year moratorium on the development of apartment complexes. This moratorium can be extended by one additional year at a time, with each extension requiring a two-thirds vote of the county legislative body. The moratorium does not apply to individuals with vested property rights or to counties with a metropolitan form of government. The act takes effect immediately upon becoming law.
