Amends Tennessee Code to establish rights for child care facilities regarding underutilized or vacant properties.

Amends Tennessee Code to establish rights for child care facilities regarding underutilized or vacant properties. Local educational agencies must submit plans for underutilized or vacant properties and allow child care facilities to purchase or lease such properties. The local educational agency has the right of first refusal to repurchase the property if the child care facility closes. The act also allows the comptroller of the treasury to audit the list of underutilized or vacant properties.
