Amends Tennessee Code Annotated, Title 41, Chapter 2, to allow prisoners convicted of non-violent crimes to be placed on work release if the sheriff determines they pose a low risk to the public and for escape. This act takes effect upon becoming a law, the public welfare requiring it.
