Establishes a program to provide assistance payments to early childhood educators and supplemental payments to child care workers based on years of.

Creates the Child Care Workforce Improvement Act to address the high cost of child care and underpayment of child care workers. The commissioner must develop a program to provide assistance payments to eligible early childhood educators through the child care payment assistance program. A child care worker is eligible for supplemental payments if they work at a licensed child care program, earn $20 per hour or less, and have worked at least six months in the same child care program. Payments will be adjusted annually based on the consumer price index.
