Tennessee SB0746 amends the student promotion process in Title 49, Chapter 6 of Tennessee Code Annotated. It allows a student who achieved a performance level rating of "approaching" on the ELA portion of the most recent TCAP test to be promoted to fourth grade if a majority of participants in a conference recommend promotion. The conference must include the student's parent or guardian, ELA teacher, and school principal. A student cannot be retained in third grade more than once. If promoted, the student must receive tutoring services for the entire fourth-grade year.
