SB0717 amends Tennessee Code to allow customers to choose contractors for utility infrastructure installation. It mandates that public utilities review infrastructure plans within 30 days and charge no more than $1,000 for this review. If the utility fails to meet these requirements, the plans are automatically approved if certified by a licensed engineer. The act also defines "public utility" to include water, wastewater, natural gas, and electric systems.
