Prohibits Tennessee institutions of higher education from discriminating based on race, color, or ethnicity.

This bill amends Tennessee law to prohibit four-year public and private institutions of higher education from discriminating against individuals based on race, color, or ethnicity. It prohibits institutions from using such data in admissions or financial aid decisions and mandates that such data not be revealed to admissions or financial aid officers before decisions are made. The bill establishes a private cause of action for violations, allowing plaintiffs to seek actual, punitive, and statutory damages. The state waives sovereign immunity for actions brought under this section.
