This bill allows local governments with a population of 100,000 or more, according to the 2020 or a subsequent federal census, and having centralized purchasing with a full-time purchasing agent, to choose any project delivery method for construction projects. The bill defines project delivery methods as construction manager at-risk, design-bid-build, design-build, and design-build-finance-operate. The act takes effect upon becoming law.
