Establishes an additional circuit court in Tennessee's twenty-eighth judicial district, with an appointed judge until 2026 and an elected judge.

The bill amends Tennessee law to create an additional circuit court in the twenty-eighth judicial district, effective September 1, 2025. The governor will appoint a judge to serve until September 1, 2026, or until a successor is elected and qualified. Voters in the district will elect a judge in the August 2026 general election to serve until September 1, 2030, or until a successor is elected and qualified. Subsequent judges will be elected for full eight-year terms.
