This bill repeals previous acts related to the Rutherford County Highway Commission and establishes a new County Highway Commission and a County Highway Superintendent for Rutherford County, Tennessee. The County Highway Commission is divided into seven Road Board Zones, each composed of specific County Commission districts. Members of the County Highway Commission are elected to staggered four-year terms. The County Highway Superintendent is responsible for managing the county's public drainage easements, making necessary purchases, and employing personnel.
