HB2304 amends Tennessee Code Annotated, Title 2, to establish requirements for early voting satellite locations. These locations must serve no more than four precincts, be evenly distributed, and use secure, serialized, watermarked, hand-marked paper ballots. Each satellite location must have a separate check-in process for voters to obtain a ballot by precinct. All ballots must be secured in an optical scanner or secure ballot boxes by individual precinct and segregated from other precincts. The coordinator of elections is tasked with promulgating rules to implement these provisions.
