HB1964 divides Tennessee counties into five classes based on population for determining the compensation of general sessions and juvenile judges. Effective September 1, 2030, counties with populations over 49,000 are Class 1, those with populations over 38,000 but not more than 49,000 are Class 2, those with populations over 30,000 but not more than 38,000 are Class 3, those with populations over 15,000 but not more than 30,000 are Class 4, and those with populations of 15,000 or less are Class 5.
