Adjusts Medicaid reimbursement for Tennessee nursing facilities, including establishing a budget adjustment factor.

This bill amends Tennessee's Medicaid reimbursement for nursing facilities by introducing a budget adjustment factor (BAF). The BAF is calculated to align annual expected Medicaid expenditures with the nursing facility (NF) budget target. It may be positive or negative and is applied as a percentage adjustment to all provider reimbursement rate components. The bill also mandates that the Tennessee Bureau of TennCare provide notice to relevant committees if it reduces payments on a pro rata basis using the BAF.
