It prohibits railroad companies from obstructing crossings for over thirty minutes if they serve as primary access to hospitals, neighborhoods, or residences. The commissioner of transportation can impose a $1,000 civil penalty per violation, with 85% of the penalty funds used for local railroad crossing projects. A second or subsequent violation within eighteen months can incur a penalty up to $3,000.
