Establishes protocol for flying the state flag at half-staff in mourning for deceased former or current Tennessee General Assembly members.

The bill amends Tennessee law to require the governor to proclaim a statewide day of mourning and order the state flag to be flown at half-staff over the state capitol if a current or former member of the Tennessee General Assembly dies. This protocol does not apply if the deceased member or former member had been convicted of a felony. The act takes effect immediately upon becoming law.
