It increases the board's membership from twelve to fifteen, including three ex officio members: the commissioner of environment and conservation, the commissioner of health, and the commissioner of agriculture. Nine citizen members are appointed by the governor, representing various interests such as the public-at-large, environmental groups, counties, agriculture, municipalities, small generators of water pollution, manufacturing industries, the oil and gas industry, and oil or gas property.
