Amends Tennessee Code to clarify county authority over biosolids regulation in specific population-sized counties.

This bill amends Tennessee Code to specify that counties with populations between 13,500 and 13,550, according to the 2020 federal census or any subsequent federal census, retain the authority to regulate the land application of biosolids. It clarifies that normal agricultural activities are not subject to county prohibition or regulation, except for biosolids in the specified population range. The bill also adjusts the scope of state versus county regulatory powers for certain activities and businesses. The changes take effect immediately upon becoming law.
