HB1053 amends Tennessee voting rights to require individuals to be current in child support obligations to restore suffrage.

HB1053 amends Tennessee Code to require individuals to be current in all child support obligations to apply for a voter registration card and restore their right of suffrage. If a person enters a payment plan to become current, they can provisionally restore their right of suffrage. The court must provide counsel and a hearing before revoking a person's provisional right of suffrage for failing to adhere to the payment plan. The secretary of state, in consultation with other departments, is authorized to promulgate rules to effectuate the purposes of this act.
