Tennessee HB1021 amends Tennessee Code to ensure just compensation for outdoor advertising devices removed by governmental agencies. The bill mandates that if a political subdivision or other governmental agency requires the removal of an outdoor advertising device lawfully erected, just compensation must be paid to the owner for the cost of removal plus the fair market value of the device. The use of amortization does not constitute just compensation.
