Tennessee HB0964 amends state law to require public school buildings constructed or remodeled after July 1, 2023, to install security glazing. Buildings remodeled between July 1, 2023, and July 1, 2025, must use clear entry-resistant film on exterior windows and doors. Those constructed or remodeled on or after July 1, 2025, must use clear window film or security glazing meeting a nationally recognized test standard, such as ASTM F3561. The state-level safety team will develop guidelines for compliance, and the state fire marshal will promulgate rules to effectuate the act.
